KYRGYZSTAN COUNTRY VISIT

The Special Rapporteur on Torture Juan E. Méndez visited the Kyrgyz Republic between 5 – 13 December 2011, at the invitation of the government. During the visit, the SRT toured detention facilities and met with government officials, civil society representatives, and victims. His findings and recommendations were published in the Country Visit Report on 21 February 2012, and presented at the 19th Session of the Human Rights Council on 5 March 2012.

Follow-up visit to Kyrgyzstan

The SRT was invited to conduct a follow-up visit to Kyrgyzstan from 18-21 May 2012 with the objective of examining the steps taken by the Kyrgyz Government to implement the recommendations made by the SRT following his 2011 visit.  The SRT issued a report with the conclusions of this follow-up visit.

The visit included a round table discussion with government officials, representatives of local and international civil society organizations, and members of the UN Sub-Committee on Prevention of Torture. The participants at the round table approved an “Action Plan for the Implementation of the Recommendations,” and examined the necessary legislative and institutional reforms that needed to take place in order to implement the SRT’s recommendations.

Since the follow-up visit, the Kyrgyz Government civil society have taken steps to implement the SRT’s recommendations.  To this effect, on 15 June 2012, Kyrgyz officials and civil society representatives signed a Multilateral Memorandum of Understanding aimed to boost cooperation between state bodies, human rights organizations, and the international community in torture prevention; particularly through the facilitation of unannounced visits to detention facilities throughout the country.  The government’s commitment was evidenced by the participation in the signing by the Ombudsman’s Office, the Prosecutor General’s Office, the Interior Ministry, the State Penitentiary Service, the Justice Ministry, and the Health Ministry.
